Synopsis
In recent decades, there has been much emphasis placed on the rights of individuals, yet there are still over 200 million people in the world - representing 60 stateless nations - who are poor, marginalised and denied basic human rights under International Law. They are unable to choose their own social, political or cultural futures, and are either confined within First, Second or Third World Countries. They are the people of the Fourth World.

Researching information concerning the misuse of human aid to a Fourth World country, a freelance journalist dies in New York under suspicious circumstances after discovering secret plans for the illegal supply of military weapons. When Alistair Allobrogicus - the Manx Deemster - becomes involved and delves into the mire of murky military and political subterfuge, more disturbing facts emerge that point to the existence of secret shadow governments controlled by a cartel of covert puppeteers and provocateurs.

Puppeteers and Provocateurs completes the author's Alistair Allobrogicus trilogy, which began with The Manx Deemster and continued with The Matroska Effect.

About The Author
Robert Bartlett was born in Sydney, Australia. In his early career he was a member of the Royal Australian Air Force.

After resigning from military service, he was then employed in the business and commercial market where he held senior management positions with a number of multi-national organisations.

Over the years and in his spare time, Robert wrote regular articles for various community newspapers. Then, in 2005, he concentrated full time on developing his writing skills and completed his first book, Róisin, in 2007. This was followed in 2008 by The Manx Deemster, which first introduced the character of Alistair Allobrogicus.

It was approximately a week ago, after Omorinsola arrived in New York to participate in a seminar at his old University, that he'd received a telephone call from his friend Ginika. In an excited voice, Ginika explained that for some time he'd been investigating the Nigerian Government's methods of purchasing weapons from overseas sources by using human-aid funds, and he was in New York following up certain leads but wanted to meet Omorinsola to discuss the information. He'd come to America after receiving information from reliable sources at the Federation of Nations (the FN), that some Nigerian Government officials were visiting New York to meet and negotiate arms agreements with officials of the United States government and the FN World Council.

It had long been suspected that a number of World Powers, in an effort to maintain their oil supplies, would satisfy small, resource-rich countries' demands for weapons so they could continue to tap into the vast oil reserves, while at the same time supporting a state of turmoil, conflict and confusion within those countries.

However, Ginika had become unnerved when he was told that, apart from arms and oil supply discussions, the high-level negotiations were to include other top-secret topics that possibly related to the deployment of special military forces and the establishment of secret military bases.
